East Greenwich (population 12,948) is located in the
center of the State on Narragansett Bay. Established in the 1600s,
it is the eighth-oldest town in the State and was home to many early
American patriots.
Originally inhabited by the Pequot Indians, the land
was acquired by King Charles II in 1644 and incorporated as a town
in 1677. The downtown area of East Greenwich was initially settled
to support the surrounding farming area and functioned as a small
port.
The protected cove brought trade ships from the far
corners of the world and gave safe harbor to local fishermen. East
Greenwich grew as a center for shipbuilding and manufacturing
textiles, brushes, and machinery.
Today, East Greenwich is a suburban community proud of
its heritage and its National Register resources, including the town
center, two rural districts, and a mill site. Its long history has
left behind fine historic buildings for citizens and visitors to
enjoy, including homes in many architectural styles, the oldest of
which was built in 1711.
Other highlights include the 1875 St. Luke's Church
with original Tiffany stained glass windows and an 1804 courthouse
restored and rededicated as the East Greenwich Town Hall in 1995.
East Greenwich is also home to the New England
Wireless and Steam Museum and the Varnum Military Museum, and the
chamber of commerce has produced a walking tour of the Hill and
Harbour District for children.
The town offers some financial incentives for
preservation efforts, including a home repair program, which funds
physical improvements to residential housing units for
income-qualified applicants.
In 2001, the town approved a bond issue and partnered
with a nonprofit land trust to purchase the Briggs Farm, a
remarkable assemblage of house, farm outbuildings, fields, and woods
that will enable public understanding and enjoyment of East
Greenwich's agricultural heritage. An interpretive trail has been
developed, and in 2003 volunteers produced 42,000 pounds of food on
the farm for local food banks.

Kent County Courthouse circa 1804
Geographically the 16 square miles of East Greenwich
is located in the center of the state. It is the eighth oldest town
in the state and was home to many early American Patriots. The town
was established in the 1600's. The land upon which East Greenwich
sits was originally owned by the Pequot Indians and was acquired by
King Charles II in 1644. The General Assembly incorporated the Town
in 1677.
The Town is bounded on the East by Narragansett Bay
and four hills roll up from the coast to the West Greenwich town
line. The downtown area of East Greenwich was initially settled to
support the surrounding farming area. As the town grew, so did the
commercial center. The protected cove brought trade ships from the
far corners of the world and gave safe harbor to local fishermen.
As East Greenwich grew as a trade center so did the
need for goods and services, both for the townsfolk and those
passing through. Industry flourished with the manufacture of
textiles, brushes, machinery and and shipbuilding. This has left
behind a legacy of fine historic buildings for people of the 20th
century to enjoy. The town of East Greenwich is proud of its'
heritage and its' National Historic District.
Incorporated in 1677 East Greenwich, or Green Town,
was named after Greenwich County of Kent, England. Located on the
western shore of Narragansett Bay, East Greenwich is bounded on the
southwest by Exeter, the west by West Greenwich, the south by North
Kingstown, the southeast by Potowomut and on the north by Warwick,
West Warwick, and Coventry.
The town's coat of arms bears an hourglass, for the
observatory at Greenwich, England, and two anchors, which show that
East Greenwich has a harbor and is in the State of Rhode Island, at
whose earliest seal in 1664 bears an anchor.
There were 4,960 households out of which 36.2% had
children under the age of 18 living with them, 61.5% were married
couples living together, 7.9% had a female householder with no
husband present, and 28.6% were non-families. 24.2% of all
households were made up of individuals and 9.7% had someone living
alone who was 65 years of age or older. The average household size
was 2.58 and the average family size was 3.12.
In the town the population was spread out with 27.5%
under the age of 18, 4.6% from 18 to 24, 26.6% from 25 to 44, 27.7%
from 45 to 64, and 13.6% who were 65 years of age or older. The
median age was 40 years. For every 100 females there were 93.8
males. For every 100 females age 18 and over, there were 89.5 males.
The median income for a household in the town was
$70,063, and the median income for a family was $90,221. Males had a
median income of $71,578 versus $40,934 for females. The per capita
income for the town was $38,593. About 2.5% of families and 4.7% of
the population were below the poverty line, including 4.1% of those
under age 18 and 7.0% of those age 65 or over.
Kent County, Rhode Island
East Greenwich is the county town. Kent county is
bounded N. by Providence county, E. by Providence bay, S. by
Washington county, and W. by the state of Connecticut.
The surface of the county is generally rough and
uneven: in the eastern part are tracts of level land.
The soil is either a gravelly or sandy loam, and very
productive of Indian grain, rye, fruits, and vegetables.
The grazing business is extensively pursued in this
county.
The Pawtuxet and Flat rivers are the principal, but a
number of large ponds produce smaller streams in abundance.
The manufacturing interests of this county,
particularly of cotton and wool, are very extensive and probably
pursued with as much spirit and success as in any portion of the
state.
Some navigation is employed on the bay in the coasting
trade and fishery.
Kent county comprises an area of 186 square miles.
Population, 1820, 10,228; 1830, 12,789. Population to a square mile,
69.
History of Town Hall
The East Greenwich Town Hall was originally the Kent
County Courthouse, which was built by Oliver Wickes in 1804 on the
site of an earlier 1750 Courthouse, and served until 1854 as one of
the five original state houses in Rhode Island.
It was the practice of the General Assembly to hold
its sessions in each of the 5 counties, visiting each one in turn.
Therefore, every fifth session of the General Assembly
was held in East Greenwich, with the Governor, Assistants (similar
to today's state senators) and Deputies (similar to today's state
representatives), all coming to East Greenwich to do the business of
the colony, and later, the state.
The town was a busy place when the legislature was
here!
In 1764, while meeting here, the legislature
established the college that became Brown University.
The first United States Navy was commissioned from
this site in 1775. In 1776, the Declaration of Independence was read
to the residents of the town from here, and in 1783, young lawyer
Jacob Campbell read to them the treaty of peace with England.
In the fall of 1842 the convention called to frame a
new Rhode Island Constitution met here, but the heating system
failed, and the convention was adjourned to the Methodist Church
several blocks away, where the historic final vote on the new
constitution was taken.
This courthouse building is recognized as one of the
few surviving Federal-Georgian buildings of its size in Rhode
Island, and is listed in the National Register of Historic Places.
When this building was built in 1804, it was one of
the largest in the State, and was by far the largest building in
Kent County, the population that, at the time, was only 9,384.
After 1854, the general assembly began meeting
alternately at Providence and Newport, a practice they followed
until 1900, when the new marble state house was built in Providence.
In East Greenwich, after 1854, the building continued
to be used as a Courthouse, with the Superior Court meeting in what
is now the Council Chamber, and District Court meeting in what is
now the Council Conference Room.
Famous Rhode Island attorneys argued cases here, from
James Mitchell Varnum in the 18th century to Bruce Sundlun in the
20th century.
By the early 1990's the State had moved all court and
related activity to other locations, and the building stood vacant
and deteriorating. It faced indefinite closure due to the state's
financial inability to maintain the structure.
The state offered the building to the town for $1.00,
and the town council appointed a citizens' committee to do a
feasibility study, which recommended restoration of the courthouse
with an addition at the rear to house town offices.
In 1993 a $2.3 million bond referendum was passed
which would allow for restoration and adaptive reuse of the
structure. The state then transferred ownership to the Town of East
Greenwich. The work was done, and the courthouse reopened as the new
home to the East Greenwich Town Offices in November 1995.
Restoring the courthouse provided a public
reinvestment in Main Street and has significantly contributed to the
revitalization of Main Street. At the same time, the reuse offered a
solution to the long-standing lack of town office space.
The building now stands as a restored architectural
gem and a historic landmark, which provides East Greenwich with a
Town Square and a public meeting area. The unique architectural and
historic significance of the courthouse encourages a thriving Main
Street and offers the town a unique educational resource.
Birthplace of the American Navy
On 12 June 1775, the Rhode Island General Assembly,
meeting at East Greenwich, passed a resolution, which created the
first formal, governmentally authorized navy in the Western
Hemisphere: "It is voted and resolved, that the committee of safety
be, and they are hereby, directed to charter two suitable vessels,
for the use of the colony, and fit out the same in the best manner,
to protect the trade of this colony... "That the largest of the said
vessels be manned with eighty men, exclusive of officers; and be
equipped with ten guns, four-pounders; fourteen swivel guns, a
sufficient number of small arms, and all necessary warlike stores.
"That the small vessel be manned with a number not
exceeding thirty men."
"That the whole be included in the number of fifteen
hundred men, ordered to be raised in this colony..."That they
receive the same bounty and pay as the land forces..."
Wasting no time, on 12 June 1775, the same day as the
above resolution, Governor Nicholas Cooke signed orders addressed to
"Captain Abraham Whipple, commander of the Sloop Katy, and commodore
of the armed vessels employed by the government."
A number of other towns also claim to be the
birthplace of the American Navy, but none are as early, and none
involve specific government authorization.

Many Rhode Islanders remember John Fitzhugh Miller,
who built the modern day replica of the 20-gun British Frigate Rose,
which had been terrorizing Narragansett Bay since its arrival in
November 1774.
In his book on the building of the American warships
Washington and Warren, he sums things up nicely: "On June 12, 1775,
the Rhode Island General Assembly created the Rhode Island Navy to
recapture some of the provision ships (previously captured by
[British Captain Sir James] Wallace of the HMS Rose).
This was the first salt water navy of any colony in
the Revolution, and it consisted of two sloops... but the Rhode
Island Navy was clearly not designed to stand up to the Rose
herself. Realizing this in August the General Assembly voted to
instruct its delegates in Congress to introduce legislation creating
a national navy.
The East Greenwich Land Trust
Created in 1987, the East Greenwich Municipal Land
Trust was established to promote preservation of the town's natural
environment and historic character.
The Land Trust seeks to accomplish this by preserving
suitable open spaces for recreation, forestry and wildlife;
promoting responsible development of real estate and sound
conservation practices; protecting environmentally sensitive or
threatened existing and /or future fresh-water well-fields, aquifer
recharge areas, and wetlands; and by promoting public access and
views of harbors, ponds, marshes, farmland and forest.
The Land Trust has acquired ownership of lands,
conservation easements, and the development rights of twelve
parcels, totaling 314.7 acres. These properties have provided East
Greenwich residents with improved opportunities for passive
recreation and general enjoyment of the natural environment by
making trails accessible to the public.
The Town and the Land Trust have been approaced by
many people offering to sell their property or the development
rights to their property to ensure that their land will be
preserved. The Land Trust has also identified numerous properties
that are significant for ecological protection, recreational value,
and historic and agricultural preservation. Together these
properties represent at least 500 acres of land that contribute to
the Town's Character.
In 1750, East Greenwich along with Coventry, Warwick,
and West Greenwich became a part of Kent County. East Greenwich was
chosen as the county seat which is the town where all of the
government for the rest of the county will have offices.
In August of 1750, John Peirce donated his lot in town
so that it could be the site for the Kent County Courthouse. The
Rhode Island Assembly voted in 1803 that a new courthouse should be
built. The original courthouse was sold and removed so that the new
one could be built in 1805. The town pump used to be located in
front of the building. During the 1800's the building was one of
Rhode Island's five statehouses.
The Reynolds Farm has approximately 1470-feet of
frontage along South Road that has significantly contributed to the
scenic qualities of this impressive rural road for generations. The
farmhouse and barn sit in the midst of a vast open field that
extends beyond the boundaries of East Greenwich and into Exeter,
creating a truly extraordinary view.
Prior to this purchase, it was conceivable that a
developer could have carved out nine frontage lots on South Road and
the view would have been lost. Acquisition of this property has
preserved this scenic streetscape and open space, and the prime
agricultural soils will remain available for agricultural uses.
The Reynolds Farm is not open to the public as it is
maintained under private ownership.
Windmill Cottage 1818/1890
People disagree on when this home was actually built,
but it was between 1800 and 1818. In 1866, the home was sold to
American poet Henry Wadsworth Longfellow. He bought the house for
George Washinton Greene, who was the grandson of General Nathanael
Greene. During the Revolutionary War, General Nathanael Greene was
second in command to George Washington. George Washington Greene was
the United States consul to Rome.
He was also a professor of modern languages at Brown
University. At Cornell, he gave lectures on U. S. history. In 1870,
the windmill was attached to the house. Both Henry Wadsworth
Longfellow and George Washington Greene had their studies in the
windmill.
Tibbits School
There was no public school system in East Greenwich
before 1828. The first school committee was created in 1827.
Originally, there were five different schools in the town. Students
went to whatever school was closest to their home. The District 1
school was between Duke and Exchange Streets.
The District 2 School was at the corner of South
County Trail and Division Street. The District 3 school was on
Shippeetown Road. The Tibbits School in Frenchtown was the District
4 school. The District 5 school was at the corner of Frenchtown Road
and South County Trail.
East Greenwich United Methodist Church 1831
In 1791, the Methodist Society was officially
organized in East Greenwich. Rev. J. C. Rusley became the group's
pastor in 1822, but there was no church building until 1831. Until
the building of the church, services were held at the Kent County
Courthouse which is where several religious groups held services
while they had no church buildings. In 1842, the Consititutional
Convention was held in this church. The state constutution was drawn
up during the convention to replace tho old charter that the state
had been run under.
King Street Railroad Bridge c. 1837
When King Street was originallly built, it was
designed to be the main road of East Greenwich. That is why the road
is so wide. Sea captains and merchants were some of the first people
to live along King Street. Prisoners used to be marched up King
Street from the Second Kent County Jail to the Kent County
Courthouse at the top of the hill where they would go on trial.
Where King Street connects to Main Street used to be called the
"'head of the gutter'" because before King Street ws paved it would
flood and the mud running down the road would dump into Greenwich
Cove (Planning).
The Kentish Guards were formed on Saturday, September
2, 1774 by 54 men from Kent County. In October of 1774, the General
Assembly made the Kentish Guards a part of the Rhode Island militia.
The Kentish Guards realized that there was going to be a revolution,
so they began to practice before the war. In the beginning, their
uniforms had to have red coats and look like the British Colonial
troops' uniforms because Rhode Island was still ruled by the
British.
Durning the Revolutionary War, the Kentish Guards
built and ran Fort Daniel which overlooked the harbor in East
Greenwich. The group also fought in the Civil War and members of the
group fought in World War I and World War II.
Dedford Farm 1848
This house was built by the town to be a place where
the poor of the town could live and work. Vegetables and milk were
sold from the farm. In 1863, the town pound was also there to take
care of lost livestock until they were claimed by their owners.
After closing in 1945, Dedford Farm was made into apartments.

Born out of the progressive reform movement at the
beginning of the 20th century, the council-manager system of local
government is one of the few original American contributions to
political theory.
In 1908, Staunton, Virginia, instituted the first
position legally defining, by ordinance, the broad authority and
responsibility associated with today's professional local government
manager.
Sumter, South Carolina, was the first city to adopt a
charter incorporating the basic principles of council-manager
government in 1912.
Westmount, Quebec, introduced the form to Canada in
1913.
The first large city to adopt the plan was Dayton,
Ohio, in 1914.
The first counties to adopt it in the 1930's were
Arlington County, Virginia, and Durham County and Robeson County,
North Carolina.
Since its establishment, the council-manager form has
become the most popular form of government in the United States in
communities with populations of 5,000 or greater.
The form also is popular in Canada, Australia, the
Netherlands, New Zealand, the United Kingdom, Honduras, Chile, and
Brazil. For more than 94 years, council-manager government has
responded to the changing needs of citizens and their communities.
The council-manager form is the system of local
government that combines the strong political leadership of elected
officials in the form of a governing body, with strong managerial
experience of an appointed local government manager.
The governing body is commonly known as the council.
The council-manager form establishes a representative system where
all power is concentrated in the elected council and where the
council hires a professionally trained manager to oversee the
delivery of public services.
The council is the legislative body; its members are
the communityís decision makers. The council also focuses on the
community's goals, major projects, and such long-term considerations
as community growth, land use development, capital improvement
plans, capital financing, and strategic planning.
The council hires a professional manager to carry out
the administrative responsibilities and supervises the managerís
performance.
The Greenwich Club
The Greenwich Club, located in lovely East Greenwich
Rhode Island, is a private family swim and social club open to all.
The club offers relaxation in the summer months for all ages, with
off-season activities and club rental options, all in a friendly
atmosphere. Our club house resides in the stately 19th century
renovated mansion set beside three pools of varying sizes.
East Greenwich Golf East Greenwich Golf &
Country Club, designed and constructed by its present owners in
1963, was opened in 1964. In 1998 it was redesigned and lengthened
by over 300 yards to a championship length of 3335 yards, featuring
two par 5's. East Greenwich is noted to have some of the best greens

RI Community Farm
The Rhode Island Community Farm harvested its first
crop from one small community garden site in 2001. Since then, it
has grown to eight garden sites across the state and over the past
five years has generated over 500,000 pounds of produce for the
Rhode Island Community Food Bank.
While the number of Rhode Islanders needing food
assistance has continued to grow, farmland throughout the state has
continued to shrink. Since 1960, the state has lost 35,000 acres of
farmland to development. The Rhode Island Community Farm utilizes
some of the most fertile soil in the state as it seeks to provide
fresh produce for Rhode Islanders in need while preserving valuable
land.
What started as a few seeds in the ground in
Jamestown, has developed into hundreds of volunteers cultivating
crops throughout the state - with garden yields increasing every
year. The Rhode Island Community Food Bank eagerly accepts the
challenge of preserving the vision that created and nurtured the RI
Community Farm during its growth.
The Farm's goal of providing fresh produce for Rhode
Islanders in need while preserving valuable land can only be
achieved with the invaluable help of volunteers. Your assistance is
crucial in the areas of planting, cultivating and harvesting.
Whether you're part of a church or civic group or simply a caring
individual, your help is greatly appreciated.
Volunteer opportunities exist in East Greenwich at
Boesch Farm, 830 South Road.
Frenchtown Park
In East Greenwich, a short drive away from the classic
downtown of Main Street, tucked behind the town's tiny Parks
Department building, is a hidden treasure -- a 125 acre nature
preserve with streams and ponds and hiking trails that draw you
deeper and deeper into the woodlands.
The largest portion of the park is built on the
grounds of the old Tillinghast factory.
In 1813, the factory, also called the "Mount Hope
factory", was founded at the conjunction of Mawney Brook and
Frenchtown Brook by Thomast Tillinghast Jr and General Christopher
Rhodes. There they manufactured cotton thread. The mill passed
through a succession of owners and eventually fell into disuse. In
the 1970's, the land was acquired by the Town of East Greenwich and
turned into Frenchtown Park.

The mill site is an outstanding example of the small
rural textile mills an associated villages that developed in Rhode
Island during the early 1800's. The site contains the ruins of the
19th century textile mill, its mill pond, dam headrace, spillways,
and steam boiler building, along with the remains of at least four
dwellings, several outbildings, a well, a privy, and bridge
abutments.
The inhabitants of the old mill village once grew
flowers around their houses, with patches of lillies of the valey,
day lillies, and periwinkle surviving near the house foundations
attest to this day.
There are two other large parcels in the park. The
Laural Wood parcel, almost 10 acres in size, were donated to the
East Greenwich Land Trust in order to facilitate the approval of a
nearby residential development. It forms a bridge between the old
Tillinghast factory parcel and the Fry Family Nature Preserve. The
East Greenwich Boy Scout troops blazed the 1/2 mile "Cotton Mill
Trail" through the Laural Wood Parcel, making what would have been
several small trails into one large system of trails.
The Marion and Dorthy Fry donated another 46 acres of
woodland to make the Fry Family Nature Preserve. The Fry Woods Trail
provides opportunities for envornmental education, bird watching,
and wildflower identification in this area.
The final piece of the park is not technically part of
the park. Mr. and Mrs. Robert Stitt donated a conservation easement
to the East Greenwich Land Trust to provide a link to the Laural
Wood parcel to the south and th Fry Family Nature Preserve to the
north.
The East Greenwich Yacht Club

The first recorded mention of establishing a yacht
club in East Greenwich was in 1905, but it took another four years
before it was all committed to paper and the deed was done.
On Monday, October 4, 1909, a meeting was held to
organize the Club. Articles of Association were drawn, several
people were admitted to membership and seventeen others who
indicated a desire to join were interviewed.
We have little physical evidence of the next three
years, but the third anniversary was celebrated on Saturday, August
17, 1912. A panoramic view of the original building and the cove was
recorded and dated. That picture, four feet long, is mounted in the
main room of the clubhouse.
The history of that building prior to 1912 has never
been determined. It still stands although the practiced eye might
discern a few 'right angles' that contain something other than
ninety degrees. Long referred to as the South Room, it has been
incorporated into subsequent additions and now houses the bar and
the Board Room.
Over the years, the Club utilized property that it
leased, always bounded on the west by the railroad. Built in the
1840's, the railroad established a defining line between an historic
residential area and the commercial waterfront. The double arch
bridge over King Street has special significance in that the
engineers who supervised its construction were George Whistler and
William McNeil. Whistler married McNeil's sister Anna and it was
their son, James McNeil Whistler, who used her as his model in one
of America's most famous paintings.
In the early years, all of the boats were on moorings
with only enough shore side facilities to provide access to them,
but a major change occurred when the Club installed slips along what
was then a limited length of waterfront. In the 1970's, the Club
purchased property on the north side of Division Street thereby
extending the waterfront and slips into the neighboring city of
Warwick. In the 1980's, the leased land on the west side of Water
Street was purchased. The result is 120 slips, 125 moorings, a
substantial amount of parking and winter storage for 160 boats.
Despite all of the revisions to the Constitution and
By-Laws that have been implemented over the years, it is amazing to
see how consistent they have been in the actual operation of the
Club. It is true that the dues and initiation fees have changed. In
1914, the initiation fee was $3.00 and the dues were $5.00 per year,
but the dues could be paid in two installments. By 1941, those
figures had increased to $5.00 and $10.00.
A reading of some of the old rosters evokes names that
are still linked with the Club. The uncle of our 39th Commodore
(Henry P. Eldredge) notarized the original Articles of Association,
and there has always been at least one Joseph Lawton on the rolls
from the first Commodore to the 32nd Commodore to the 53rd
Commodore.
For more than forty years, the activities of the Club
were pretty much seasonal, but the hurricane of 1954 changed
everything. Out of the devastation of the storm came two names that
will be forever intricately linked with the Club. Bob Broz became
the full time Steward and stayed for 32 years and Al Waterman, his
assistant, stayed for ten more.
The history of boating and racing on Narragansett Bay
is eternally entwined with a long litany of both current and former
members. It is the continuity from one generation to the next that
has served to strengthen the Club's involvement in the entire sport
of yachting. Crews have raced to Bermuda and represented the Club in
the Congressional Cup. The Race Committee was twice a major
component in conducting Olympic Trials. Our junior program through
Greenwich Bay Sailing Association continues to produce outstanding
sailors whose names are etched on trophies throughout the country.
The East Greenwich Yacht Club will continue to grow,
probably not in land or physical features, but rather in its
activities and dedication to yachts and yachting because that is the
very nature of our members.
